Liaoyang Guanyin Temple is the center of local Buddhist activities and the seat of the Liaoyang Buddhist Association. Guanyin Temple is built on a 30-meter-high earth mountain that rises abruptly and is said to be "three mountains are not visible". The buildings in the temple are exquisitely carved and painted, with red pillars and raised eaves, which is extremely spectacular.

It has 5 main halls, a Zen hall, a Buddhist hall at the back, and the east and west side halls are Sanxiao Hall, Luzu Hall and Gongde Hall. There are also 42 rooms including a dining hall, a circulation center for guest scriptures, a monk's residence, and a lay grove.
