It was originally planned to be the world's tallest hotel with 3,000 rooms. It was topped out in 1992. It became the seventh tallest building structure in the world at that time and the largest pyramid-shaped structure in the world. However, due to funding and other issues, it has also become the tallest abandoned building in the world and has held this record for more than 10 years.
