Joseph. Introduction to Governor Flores Seaside Park: Joseph. Governor Flores Beach Park, also known as Ypao Beach Park, is located in Tumon Bay and is the most popular recreational spot in Guam. The Guam Tourism Bureau is located at the entrance of the park to provide tour services. Concerts, competitions and other activities are often held in the square in the park. In addition to the theater, there are many pavilions in the park where parties and barbecues can be held.
