Officialdom is located in the southeast corner of Qinglong Manchu Autonomous County.

During the reign of Emperor Kangxi of the Qing Dynasty (1670), General Dong Yidao of the Zhenglan Banner retired from old age and returned to his hometown. He and his family of 18 people set out from the capital and settled in Luanzhou (today's Luan County). Because of his outstanding military exploits, Emperor Kangxi rewarded him with a knighthood and rewarded him with horse racing and enclosing land outside the "five mouths" (Qingshankou, Hekou, Wujiakou, Dongyukou, and Taolingkou).

Later, people discovered that a low-lying area outside Qingshan Pass had lush vegetation, beautiful scenery and clear water, which was very suitable for raising horses. They proposed to the court and received the approval of Emperor Kangxi, who decreed that he be named General Herding Horses and prospered here.
