The Executive Yuan of the National Government was established on October 25, 1928. On November 16, 1937, the Executive Yuan moved westward to Chongqing with the National Government. Later, it became the office building of the puppet Ministry of Railways and the Ministry of Transport during the Japanese and puppet rule. In May 1946, the National Government returned its capital to Nanjing, and the Executive Yuan moved to the former Ministry of Railways. From then until Nanjing was liberated in 1949, it served as the office of the Ministry of Social Affairs, the Ministry of Land Affairs, the Ministry of Water Resources and the Overseas Chinese Affairs Commission of the National Government.
