Until the early days of national liberation, Miancheng also served as the administrative area of Mianyang County for three years.
Mianzhou Mansion, also known as Zhou Yamen, is now the seat of Miancheng Senior High School. It is located in Gubaimen, Xicheng, covering an area of 60 acres. It was first built in the ninth year of Hongwu in the Ming Dynasty (1376). On December 3, 1927, the Central Hubei Special Committee of the Communist Party of China held a riot in Miancheng. After rescuing Lou Minxiu, secretary of the Mianyang County Committee of the Communist Party of China from prison, the county government office was burned down. Miancheng was liberated in December 1947. In August 1949, the Mianyang County People's Government moved from Pengchang to Miancheng and was temporarily located at the home of Li Xinji and Li Xindi in Qilicheng. In the spring of 1950, the office building of the County People's Government was built on the ruins of Mianyang Prefecture Government Office. The building faces south and is 35.4 meters long from east to west and 22.5 meters wide from north to south. It has a total construction area of 1,478 square meters. It is a brick and wood structure with eaves style, upper and lower. The main entrance on the south side of the building is in the shape of a round arch, with the national emblem of the People's Republic of China made of cement mortar embedded above it.
