From August 22 to 25, 1937, the Political Bureau of the CPC Central Committee held a meeting in Fengjia Village, Luochuan County, northern Shaanxi At the Luochuan Conference, the Ten-Point Program for Resisting Japan and National Salvation was adopted, and a new Central Military Commission was formed, with Mao Zedong as chairman, Zhou Enlai and Zhu De as vice-chairmen. On August 25, 1937, the main force of the Red Army was reorganized into the National Revolutionary Army. The Eighth Route Army (referred to as the Eighth Route Army), the former enemy headquarters of the Red Army was reorganized into the Eighth Route Army General Headquarters (referred to as the headquarters), with jurisdiction over the 115th Division, the 120th Division, and the 129th Division. On September 11 of the same year, the Military Commission of the Nationalist Government reorganized the Eighth Route Army into the Eighteenth Group Army based on the order of sea, land and air battles.
