Introduced by the Department of Metamorphosis: Taoism believes that insects such as cicadas, mosquitoes and flies are among the "transformations" that emerge from nothing. This department is responsible for sending those sinners who have committed extremely evil crimes during their lifetimes to reincarnation. It is intended to warn people that if they do not practice kindness, they will become worms and insects in the next life.
