Introduction to the stele: The State Council of the Puppet Manchukuo State is the central organ of the highest administration of the Puppet "Manchukuo" and is in charge of "national" administrative affairs. This place was originally the office building of the General Affairs Department and the Senate, and is now the basic teaching building of Jilin University Medical College.
