In January 1938, when the New Fourth Army's military headquarters was established in Nanchang, Jiangxi, the Southeast Bureau of the CPC Central Committee was also established at the same time. At that time, it was called the Southeast Bureau of the Central Committee of the Communist Party of China. On October 25, 1938, Wuhan fell and the Yangtze River Bureau was abolished. It was changed to the Southeast Bureau, directly under the leadership of the Central Committee, and the secretary was Xiang Ying.
