After the reform and opening up, many provincial and municipal leaders also visited Qingdao frequently and stayed in this "Marshal Building". In 1988, Comrade Jiang Zemin, then Secretary of the Shanghai Municipal Party Committee, rushed from Shanghai to Qingdao at the invitation of central leaders and moved into No. 17 Shanhaiguan Road, adding new luster and splendor to the Marshal Building.
