Legend has it that the Queen Mother in Heaven is surrounded by seven maidens who accompany her and serve her. One day when the Queen Mother was taking a nap, the seven fairies discussed going down to earth to play and enjoy the beautiful scenery on earth. After passing the Penglai Fairy Island, they rode on the clouds to the fishing village and stopped to watch the scenery. They saw this strange scene surrounded by blue waves, lush trees, and green grass, and were so happy that they forgot to leave. Later, when the Queen Mother woke up and saw that the Seven Fairies were not around, she was furious and quickly looked down with her discerning eyes. She saw the Seven Fairies admiring the scenery, seemingly motionless. The Queen Mother was so angry that she pointed her finger and the seven fairies transformed the seven peaks into seven mountains, which will remain in the world forever.
