The construction of Hai Rui's Tomb in Haikou began in the 17th year of the Wanli reign of the Ming Dynasty (1589). Emperor Wanli sent Xu Ziwei to Hainan to supervise the construction of the famous official's mausoleum. Hai Rui's mausoleum is located in Binya Village, west of Haikou City, Hainan Province. It is rectangular in shape and surrounded by stone walls. The grass and trees in the garden are evergreen all year round. Attractions distribution:

Hai Rui (1515-1587), a Hui, was styled Ruxian and Guokai, and called himself Gangfeng. He was a famous politician, historian, essayist, and honest official in the Ming Dynasty. His descendants called him "Hai Qingtian", and he was as famous as Bao Zheng in the Song Dynasty. Hai Rui's ancestors moved from Yanbian, Jinjiang, Fujian to Haicuo, Qiongshan, Hainan. He studied poetry, books, classics, and history since he was young, and was knowledgeable and talented. In the 28th year of Jiajing (1550), he passed the imperial examination and was initially appointed as a teacher in Nanping, Fujian. Later, he was promoted to the magistrate of Chun'an and Xingguo Prefecture in Zhejiang (now Yangxin County, Hubei Province). In the 41st year of Jiajing (1562), Hai Rui was appointed as the magistrate of Zhuji County; in the 45th year of Jiajing, he was appointed as the director of the Yunnan Division of the Ministry of Revenue. He once wrote a letter to criticize Emperor Shizong for his superstitious belief in witchcraft, luxurious life, and indifference to state affairs. In the 45th year of Jiajing (1566), Hai Rui, the head of the Ministry of Revenue, bought a coffin, said goodbye to his wife, dismissed his servants, and wrote a letter to the Emperor, urging him not to believe in the tricks of Tao Zhongwen and his gang of alchemists, but to revive the government. This angered Emperor Shizong, who ordered him to be imprisoned and sentenced to death. During his imprisonment, Hai Rui was protected by Xu Jie and Huang Guangsheng. In December of the same year, Emperor Shizong died and Emperor Muzong ascended the throne, so he was released from prison. In the 4th year of Longqing (1569), Hai Rui went to the Shangshu Mansion of Huang Guangsheng in Panhu, Jinjiang, Fujian to pay a visit to Huang Guangsheng to show his kindness. In the 3rd year of Longqing (1569), he was promoted to the Right Censor-in-Chief. As always, he punished corrupt officials, cracked down on the powerful, dredged rivers, built water conservancy projects, and implemented the "One Whip Law", forcing corrupt officials to return land to the people. He was thus known as "Hai Qingtian" and was deeply loved by the people. Later, he was squeezed out and dismissed from his post and lived in seclusion for 16 years. In the 13th year of Wanli (1585), he was re-employed and successively served as the Right Vice Minister of the Nanjing Ministry of Personnel and the Right Censor-in-Chief of Nanjing. He advocated severe punishment of corrupt officials and prohibited private bribery. When Hai Rui heard that Pan Hu and Huang Guangsheng had died, he was extremely sad and came to Jinjiang to attend the funeral despite his illness. In the 15th year of Wanli (1587), Hai Rui died in the post of Right Censor-in-Chief of the Nanjing Metropolitan Procuratorate. The news reached Beijing, and Emperor Wanli issued an edict to hold a public memorial service in Nanjing and Beijing. The funeral was held on the river, and people who mourned and worshipped were endless for hundreds of miles. The court specially sent a messenger from the Xingren Division, and Xu Ziwei, Hai Rui's fellow countryman and student, escorted his coffin back to Qiongzhou for burial. It is said that when Hai Rui's coffin was transported to the current cemetery, the rope carrying the coffin suddenly broke. People thought that this was a Feng Shui treasure land chosen by Hai Rui himself, so they buried him there.
