During the war of aggression, the highest authorities in China decided to build an underground headquarters for nuclear war prevention in the hinterland of central China to prepare for urgent needs during the war. Huang Yongsheng, then member of the Political Bureau of the Central Committee and Chief of the General Staff of the Chinese People's Liberation Army, was ordered to select the site for the top-secret project. The "131" project (including underground engineering and ground construction facilities) originally planned to invest 300 million yuan. The project was built by the People's Liberation Army Engineering Corps. The entire project covers an area of 4,560 square meters. During the entire construction period, the outside world, including local people, had no way of knowing about it. , according to the original design, the "131" project also has ancillary projects such as airports, railways, and highways. Later, due to Lin Biao's usurpation of the party and power, the project was stopped in 1971. The "131" underground project was hastily ended before it was fully completed. The actual completed investment was still as high as 130 million yuan. After it was transferred to local management in 1981, the project was no longer allowed to use its original military code name and was named "Chengshui Cave" after the place. The entire tourist area was divided into underground engineering, above-ground engineering, and later added an exhibition hall for Chairman Mao's badges and an exhibition of military personnel's materials and ordnance models. In order to maximize its effectiveness, Xianning City invested a large amount of money to transform the fourth floor of the ground project into guest rooms, built a restaurant, and purchased necessary equipment and facilities to meet the needs of tourists for catering, conferences, accommodation, etc. In response to various needs, it has become a comprehensive tourist resort integrating tourism, reception, leisure and vacation, and has successively received central, provincial and ministerial leaders such as Wang Renzhong, Hu Qili, Ye Xuanping, Hui Liangyu, etc.
