From August 21 to September 8, 1945, He Yingqin held a Japanese surrender ceremony here that shocked China and the world, issued 24 memorandums of orders containing detailed provisions for surrender, and deployed the surrender work at 102 surrender points in the 16 surrender areas across the country. ; Received and processed more than 40 correspondences with Chiang Kai-shek, Okamura Ningzi, Leng Xin and others; determined the specific terms of Japan's surrender, the time and place of the signature of surrender, and completed all substantive work of accepting the Japanese surrender.
