Its core is composed of two main roads "Seven Colors Longitude and Latitude" and the main landscape "Jinzhou Flower" at the intersection. The patterns of rose flowers and ginkgo trees on the "Seven Colors Longitude and Latitude" highlight the historical accumulation and fresh vitality of Jinzhou; the "Flower of Jinzhou" rises from the seabed, symbolizing that Jinzhou is a wonderful flower blooming on the Bohai Sea. As the background of the site, the "Sea Gallery" with a gallery frame takes the form of a relief wall to tell visitors about Jinzhou's history, folk customs, scenery and urban construction achievements, while the landscape glass columns in the garden once again reflect the concept of a sea garden.
