Therefore, Wu Zetian allocated millions of taels of silver to build the Empress Hall, Sanbao Hall, Manjusri Hall, Daxiong Hall, etc. on the rooftop of Tianzhao Mountain. At the same time, she erected the Zhuangyuan Tower to commemorate her. From then on, monks gathered in Tiantai Mountain and the incense was strong.
