Introduction to Qizhang Pavilion: Qizhang Pavilion is about 20 meters northeast of the Yue Fei Jingzhong Baoguo Shifang in the East District. It was built to commemorate Niu Sengru, who served as the military governor of Wuchang during the Baoli period of Emperor Jingzong of the Tang Dynasty.
Niu Sengru, Jinshi of Zhenyuan of Tang Dynasty. In the first year of Jingzong's Baoli reign (AD 825), the imperial court appointed Niu Sengru as the governor of Ezhou, the military envoy of Wuchang, and the observation envoy of Eyue Miuqihuang. After Niu Sengru arrived in Ezhou, he cut redundant staff, reduced people's taxes, petitioned to abolish Mianzhou, and merged Hanyang and Hanchuan into Ezhou, so that Hanyang and Jiangxia were included in the administrative division of the same state, which promoted regional business exchanges and economic development.
