Introduction to the Three Steles Pavilion: In the first year of Xuantong (1909 AD), the Beiyang warlord Yuan Shikai and the politician Xu Shichang visited Baiquan. Seeing the ruins of the buildings and the corruption in Baiquan, they invested huge sums of money to repair Baiquan. It took three years and was completed in 1911. Xu Shichang asked Yuan Shikai to record it in writing, and to carve three stele tablets on the left side of the foothills of Sumen Mountain, and to build a stele pavilion called "Three Stele Pavilions".
