The old site, also known as the "Tenth Hall", was designed and supervised by the Puppet Manchuria State-owned Repair Supplies Bureau and constructed by the Qingshui Group. The former site is a reinforced concrete frame structure with four floors above ground, five floors in some parts and one underground floor, with a construction area of 10,245 square meters.
